dc.description.abstractPolice reforms have been on the agenda of the government for decades but progress has been slow. This paper focuses exclusively on the case- study of Punjab Police reforms. It reviews the historical background of policing in Pakistan, the proposed reform agendas which remained unimplemented and the way forward for the reform implementation in the Punjab Police. Historically speaking, Pakistan inherited the colonial Police Act 1861, which had less to do with policing and more to do with controlling the locals than to do with service – delivery.
